Independence Day in Ukraine

A date chosen after independence was declared

On August 24, 1991, the Ukrainian SSR’s parliament adopted the Act of Declaration of Independence and set a national referendum for December 1. Voters later confirmed the Act in that referendum.[4]

The date followed an earlier Declaration of State Sovereignty, adopted on July 16, 1990. In February 1992, the Verkhovna Rada designated August 24 as Independence Day, replacing the July date of the earlier holiday. Ukrainian official sources describe the 1991 event as the restoration of independence, linking it to earlier efforts to establish Ukrainian statehood.[3][4]

How it is marked

The day is closely connected with Ukraine’s national symbols. The State Flag Day is observed on August 23, the eve of Independence Day; the Ukrainian Institute of National Memory describes the blue-and-yellow flag as a symbol of national unity and the country’s state-building history.[5]

Official programmes have included ceremonies and public celebrations in Kyiv and other cities, flower-laying at monuments and burial places, and cultural and educational events about Ukrainian history. These are documented examples from government programmes; the specific events can differ from year to year and by place.[6]

Public holiday and work rules

Ukraine’s Labour Code lists August 24 as Independence Day among its public holidays. Under the ordinary rule, when such a holiday falls on a weekly rest day, the rest day moves to the next day. Work that cannot stop for operational reasons or continuous public service can follow different schedules.[1]

A separate law suspends the Labour Code provisions on public holidays and the automatic transfer of rest days while martial law is in force. In that period, Independence Day does not by itself guarantee a day off or a substitute day; employees should check their employer’s schedule.[1][2]

The holiday’s legal status does not establish one opening schedule for every bank, shop, government office or transport service. Check directly with the office or operator you plan to use, since its hours and service arrangements may vary. Official celebrations have taken place in multiple cities, so local announcements are the best guide to any planned events.[6]
