Legal status and time off

Uganda’s Public Service Standing Orders list Easter Monday among the public holidays observed by government ministries, departments and local governments. The orders state that government offices close on public holidays and that public officers receive the day off with full pay. If service needs require an officer to work, the orders provide for another paid day off.[1]

For other employees, the Employment Act provides a paid holiday for eligible employees on public holidays. Employees who work that day must receive a paid day off in lieu, unless they are paid at least double their usual rate for the work. The provision applies to employees with at least six months of continuous service who normally work 16 or more hours a week under a contract of service.[2]

The Standing Orders list Easter Monday but do not specify a replacement day if it coincides with another day off. The holiday itself is tied to the movable Easter date rather than a fixed calendar date.[1][4]

Christian context and Ugandan history

Easter is a central Christian feast focused on the remembrance of Jesus’ resurrection and Passion. Easter Monday follows the Sunday celebration; Uganda’s inclusion of that Monday in its public-holiday schedule gives the observance a specific civic status across the country.[1][4]

Christianity’s history in Uganda is rooted in Buganda. Missionaries first arrived at the court of Kabaka Muteesa in 1877, according to the Dictionary of African Christian Biography. That history helps explain the country’s Christian heritage, but it does not establish a single national custom for Easter Monday.[3]

The holiday has legal status and government offices are closed. There is no uniform Ugandan Monday ceremony, regional custom, traditional meal or public event.[1]
