Legal status and the Sunday rule
Namibia’s Public Holidays Act lists Easter Monday alongside Good Friday and other statutory holidays. The Act came into operation on 1 February 1991, after the country’s independence, and repealed the earlier Public Holidays Act of 1987.[1]
The Act says that when a public holiday falls on Sunday, the following Monday is also a public holiday unless that Monday is already a public holiday. Easter Monday is already listed separately in the schedule, so this general provision does not create a second substitute day for it when it falls on a Sunday.[1]
Work and pay
The Labour Act says an employer generally must not require or permit an employee to work on a public holiday. It provides exceptions for certain work, including urgent work, specified care services, farm work required that day, and work in shops, hotels, boarding houses or hostels that lawfully operate on public holidays.[2]
For an employee who would ordinarily work that day, the Act provides for daily remuneration if they do not work. If they do work, it sets out public-holiday pay options, including normal daily remuneration plus hourly basic wages for the hours worked; another option combines additional pay with equivalent time off during the next working week if the employee requests it and the employer agrees.[2]

The public-holiday designation does not give one nationwide opening schedule for banks, shops, schools, government counters or transport. The Labour Act allows certain businesses to operate, so opening times and services can depend on the individual provider; check directly before travelling or arranging an appointment.[1][2]
