Independence Day in Libya

Date and legal status

The date is fixed: the law’s attached schedule names Independence Day and gives 24 December 1951 as its date. The law says official holidays are set by its schedule and allows the legislature to add holidays or change their duration.[1]

A 2024 government decision, reported by the Libyan News Agency, designated 24 December an official holiday in all public institutions and bodies. That notice also said workers assigned to work that day would retain the rights provided under the applicable laws.[4]

What the day marks

On 24 December 1951, King Mohamed Idriss Al Mahdi Al Senussi proclaimed Libya an independent and sovereign state at Manar Palace in Benghazi. The United Nations Commissioner’s report records the presence of the provisional government, UN representatives, foreign diplomats and notables from the three provinces.[2]

The declaration followed the transfer of remaining powers to the provisional Libyan government and brought British and French authority in Libya to an end. The new state joined Cyrenaica, Tripolitania and Fezzan under the name United Kingdom of Libya; the country’s constitution also took effect on independence day.[2]

The United Nations General Assembly had recommended in 1949 that Libya, comprising those three regions, become an independent and sovereign state. The Commissioner’s report records that Independence Day was celebrated throughout Libya as a national holiday in 1951.[2]

What to expect

The 2024 holiday notice covers public institutions and bodies, so government services close on the day. It does not specify opening arrangements for banks, schools, shops or transport, and operating hours outside the public sector should be checked locally.[4]
