Constitution Day in Armenia

A fixed date and a public holiday

Armenia’s Law on Holidays and Memorial Days names July 5 as Constitution Day and designates it a non-working day. The date is fixed rather than tied to a weekday; the law does not set a routine substitute Monday when July 5 falls on a weekend.[1]

The Labour Code generally prohibits requiring employees to work on non-working holidays. It makes exceptions for work that cannot stop for technical reasons, services needed by the public, urgent repairs, and loading or unloading. Pregnant employees and employees caring for a child under one may work on such a day only with their consent.[2]

Why July 5 matters in Armenia

The date commemorates the adoption of Armenia’s Constitution on July 5, 1995. In a Constitution Day address, President Vahagn Khachaturyan linked that adoption with the sovereignty of Armenia’s statehood and described the Constitution as a guarantor of human and civil rights and freedoms.[3]

The holiday has a specifically Armenian connection with the country’s state symbols. The same presidential address says that the flag, coat of arms and national anthem are also celebrated on July 5, and presents the Constitution as completing the symbols of independent statehood.[3]

The Constitution sets out basic principles for public life. A prior presidential address quotes its opening articles describing Armenia as a sovereign, democratic state governed by the rule of law, locating power with the people, and naming the human being as the highest value.[4]

Observances and practical plans

Official presidential messages are one documented way the day is marked. They use the occasion to reflect on statehood, constitutional principles, rights and civic responsibilities.[3]

Because July 5 is legally non-working, government offices are closed, while the Labour Code allows essential public services and other listed work to continue. Check opening hours with shops, banks, museums and transport providers before making plans.[1][2]
