Juneteenth in U.S. Virgin Islands

Two emancipation histories

Juneteenth commemorates June 19, 1865, when enslaved people in Galveston, Texas, learned they were free under the Emancipation Proclamation. The U.S. Virgin Islands government describes the day as a time to reflect on history and recognize African American contributions.[2]

The territory also marks Emancipation Day on July 3. In 1848, enslaved and formerly enslaved people on St. Croix assembled at Fort Frederik and demanded freedom; later that day, Danish Governor Peter von Scholten declared slavery abolished in the Danish West Indies. Juneteenth therefore recalls a mainland U.S. milestone, while July 3 commemorates a local uprising and emancipation.[3][4]

Legal status and observance

The Virgin Islands Legislature’s Bill No. 35-0009 enacted the Juneteenth National Independence Day Act, declaring June 19 a legal holiday in the territory. The governor’s announcement at the time described the holiday as part of the territory’s observance as well as the federal holiday.[1][2]

Government records show that territorial offices have closed for Juneteenth. In the initial announcement, the governor granted administrative leave to non-essential government employees and closed government offices; a later government statement also announced a territory-wide office closure for the holiday.[2][5]

June 19 is the holiday’s calendar date. When it falls on a Sunday, the Governor may grant administrative leave on the following Monday at their discretion.[5]

How the territory marks the day

The governor has encouraged residents to observe Juneteenth through education, community engagement, cultural activities and reflection.[2]

A territorial example of public cultural programming linking the histories came in 2025, when the Department of Planning and Natural Resources presented “Tides of Freedom” at Fort Frederik Museum in Frederiksted, St. Croix. The exhibition connected the 1848 uprising on St. Croix with Juneteenth in Texas through visual art, historical reflections and cultural performances.[4]

Planning for closures

Government office closures are documented. A legal holiday does not by itself confirm that every business closes or that every worker receives the day off; check directly with the place or employer you plan to visit.[1][2]
