Community projects across the island

The Local Government Division says community-based organizations, individuals, private and public sector groups, civil society groups and faith-based organizations take part in small projects. Its description emphasizes beautification, cleanup and environmental management; it does not prescribe one activity for every community.[1]

The Division also identifies infrastructure development as an area of its work with local authorities and community groups. This makes the day’s stated emphasis broader than a single cleanup effort.[1]

Dominica’s decentralized local government system includes the Roseau City Council, the Portsmouth Town Council, the Canefield Urban Council, the Carib Council and village councils. The Government of Dominica lists National Day of Community Service among its public holidays. The Public Holidays Act gives the President power to appoint special public holidays; a 2024 order used that power to declare November 5 a public holiday throughout Dominica for the Independence celebrations.[3][4]

November 4 is the regular observance date described by the Local Government Division. The 2024 order shows that an appointed public-holiday date can differ, so residents and visitors should check official notices for the date that applies in a particular year.[1][4]
