Montserrat’s Public Holidays Act lists Festival Day as an annual public holiday on December 31. The Act also sets rules for holidays that coincide with weekends or other public holidays: the next succeeding day that is neither a public holiday nor a weekend is kept as a holiday in banks and public offices.[1]
The law treats banks and public offices differently from shops. Banks and public offices observe the applicable public holiday, while shops may generally open on public holidays; the stated exceptions are Good Friday, the Day of Prayer and Thanksgiving, and Christmas Day. Festival Day is not among those shop-closing exceptions.[1]
Part of the year-end Carnival
Festival Day is distinct from Montserrat’s St. Patrick’s Day observance in March. The Montserrat Tourism Authority describes the island’s December Carnival as a two-week event that ends on New Year’s Day with a parade. It highlights carol singing, masquerades and calypso as Carnival traditions.[2]
A published Montserrat Arts Council programme placed a Children’s Fun Day on Festival Day as part of the end-of-year festival. That same programme included Soca and Calypso Monarch competitions, a pageant and street events. These are examples from a past programme, rather than a guarantee that the same events take place every year.[3]

Because Festival Day falls during the year-end Carnival, visitors can look to the Carnival programme for cultural events around the date. The Tourism Authority describes the celebration as showcasing Montserrat’s music, culture and history, while its account places the closing parade on New Year’s Day.[2]
