National and Municipal Holidays

Cabo Verde has a legally established system of national and municipal public holidays. The nationwide calendar includes New Year's Day, Freedom and Democracy Day, Nationality and National Heroes Day, Good Friday, Labour Day, Children's Day, Independence Day, Assumption, All Saints' Day and Christmas. Official educational material from the Ministry of Education likewise identifies the principal civic observances as national holidays.[1][3][4]

Good Friday differs from most entries in the national calendar because its placement follows the Christian liturgical calendar. Travellers and employers should therefore consult the applicable official calendar rather than carrying its date forward from an earlier year.

The Civic Holidays and Their Meaning

Freedom and Democracy Day commemorates Cabo Verde's transition to competitive multiparty democracy and the landmark election that established political alternation under the country's democratic system. The observance has formal national-holiday status and is among the civic occasions marked by the National Assembly.[5]

Nationality and National Heroes Day honours figures associated with Cabo Verdean nationhood and the struggle for independence. Government educational material describes the holiday as a remembrance of those who fought for the country's independence, with Amílcar Cabral occupying a central place in its historical meaning.[4]

Independence Day commemorates the proclamation through which Cabo Verde became a sovereign state. It is one of the country's central civic holidays and, together with Freedom and Democracy Day, is formally commemorated by the National Assembly through a special solemn parliamentary session.[5][6]

Children's Day Is a National Public Holiday

Cabo Verde gives Children's Day an unusual place in its statutory calendar: it is a national public holiday rather than merely a commemorative observance. The holiday was established by a specific law declaring Children's Day a national holiday.[7]

This status is also reflected in Ministry of Education materials, which list Children's Day alongside Labour Day, Freedom and Democracy Day, National Heroes Day and Independence Day among Cabo Verde's national holidays.[3]

Municipal Holidays Vary Across the Archipelago

The national holiday list does not tell the whole story. Cabo Verde's legal framework also permits municipal holidays, and these can reflect a municipality's patron saint, foundation traditions or another event of particular local importance. As a result, the complete working calendar depends on where a person works or where a visitor is staying.[2]

For example, the municipality of Sal has formally designated its Santo António celebration as a municipal holiday for the island. The official municipal decision expressly relies on the national legal framework governing national and municipal holidays.[2]

Municipal holidays can also affect central public services physically located within the municipality. In official guidance concerning Praia's municipal holiday, the Government stated that the observance covered central public services operating within the municipality, while identifying essential and continuously operating services that remained active.[8]

Public Holidays, Municipal Holidays and Government Leave Are Not the Same

Cabo Verde also uses tolerância de ponto, an administrative dispensation from work that can be granted by the Government. It should not automatically be treated as another permanent national holiday. Workplace rules can explicitly distinguish mandatory statutory holidays, municipal holidays and government-declared dispensations.[9]

This distinction is important for an evergreen calendar. A one-off government decision granting additional time away from work for a particular celebration does not permanently enlarge the statutory holiday list. Readers should use official announcements when an exceptional closure or additional day off may affect their plans.

Working on Holidays and Essential Operations

A public holiday does not imply that every activity across Cabo Verde stops. Official rules and workplace statutes preserve holiday entitlements while recognising that some sectors must continue operating. Labour provisions for regulated sectors can treat work performed on a statutory holiday in the same way as work performed on a weekly rest day for remuneration purposes.[10]

Government notices concerning municipal holidays have likewise excluded services whose continued operation is necessary, including the armed forces, police, healthcare facilities, prison services, security personnel and continuously operating services.[8]

Visitors should therefore check individual operators rather than assume either complete closure or normal service. This is particularly relevant for transport, accommodation, restaurants, healthcare and other services needed during inter-island travel.

Practical Planning Across the Islands

For residents and employers, the useful calendar is the combination of national holidays, the municipal holiday applicable to the workplace and any separately announced administrative dispensations. A calendar prepared for Praia, Sal or another municipality should not automatically be reused for a different location.[2][8][9]

For travellers, national holidays can affect public administration and ordinary business activity, while municipal celebrations can produce much more localised changes. Flights and ferries should be checked directly with their operators because public-holiday legislation does not itself prescribe a single holiday timetable for inter-island transport.
