A 2023 presidential ordinance lists 17 May as Journée des Forces armées, or Armed Forces Day, among the country’s legal public holidays.[1] The Labour Code provides that legal holidays are set by presidential decree and that the labour minister determines their regime. It also says workers are owed remuneration for legal holidays.[3]
The ordinance says that when a listed holiday falls on a Sunday, the related leave is taken on the preceding day.[1]
Why 17 May matters
The date is tied to the end of Mobutu Sese Seko’s rule. The Congolese Presidency’s biography of Laurent-Désiré Kabila says the AFDL aimed to end Mobutu’s dictatorship and establish a new political order. It records that AFDL troops took Kinshasa on 17 May 1997 and that Kabila declared himself president.[2]
The same day brought a change in the country’s name: the Presidency says it returned to the name Democratic Republic of the Congo. This history explains why the date is widely described as Liberation Day, even though the current legal list gives it a military commemoration title.[1][2]
